Instructions
- Preheat oven to 375°F (190°C).
- Sauté green peppers and onions in olive oil until tender, season with salt and pepper.
- Lay out tortillas or cabbage leaves. Divide sautéed vegetables and sliced beef among them.
- Sprinkle shredded cheese over the filling.
- Roll tightly, sealing edges.
- Arrange rolls on a baking sheet and bake for 15-20 minutes until golden and cheese is melted.
